Following the successful season opener of the 2023 Tarlac Rally on June 24-25 at New Clark City in Capas, Tarlac, the Philippine Rallycross Series (PHRX) hosted the second round of the Tarlac Rally on July 29, 2023, in San Jose, Tarlac. The event kicked off at the San Jose Municipal Hall, with the esteemed presence of Hon. Romeo Capitulo, the municipality's mayor.
